Ask ten people in the building industry what an “accredited fire practitioner” is and you’ll get ten different answers — and most of them will only be partly right. That’s not their fault. Fire protection accreditation in Australia is a genuinely complicated patchwork: a national industry scheme, eight different state and territory licensing regimes, multiple classes and categories within each, and terminology that overlaps just enough to be confusing.
Yet getting this right matters enormously. If the wrong person designs, installs, certifies or assesses a fire system, the consequences range from a rejected Annual Fire Safety Statement and stalled occupation certificates through to systems that fail when lives depend on them — and in most states, engaging unaccredited practitioners for regulated work is now simply illegal. This guide breaks down who’s who in Australian fire protection: the peak body, the national accreditation scheme and its classes, how each state licenses fire work, and how to verify that the person signing off on your building is actually qualified to do so.
The peak body: Fire Protection Association Australia (FPA Australia)
Fire Protection Association Australia (FPA Australia, often written FPAA) is the national peak body for fire safety in Australia. Its role spans five pillars: technical advice on leading-practice fire protection, skills development and training, representation and advocacy to government, services to its member businesses and individuals, and — most importantly for this article — accreditation and licensing, where it implements and manages professional schemes designed to raise standards and give clients confidence across the various roles of the fire protection industry.
FPA Australia is not a government agency. But its flagship accreditation program has been formally recognised by government — most significantly in NSW, where FPA Australia is an approved accreditation authority under state legislation. That program is the Fire Protection Accreditation Scheme, and it’s the backbone of practitioner accreditation in Australia today.
FPAS: the Fire Protection Accreditation Scheme
The Fire Protection Accreditation Scheme (FPAS) is FPA Australia’s national scheme for accrediting individuals (and recognising businesses) who work in fire protection. Its purpose is straightforward: ensure that people performing specialised fire safety work have formally demonstrated the competence to do it, through nationally recognised qualifications, verified experience and objective assessment — rather than simply claiming experience.
FPAS accreditation is organised into classes, each covering a different type of fire protection work. Within each class sit categories (specific systems or measures), and practitioners are accredited only for the categories they’ve demonstrated competence in. A technician accredited to inspect and test portable extinguishers is not thereby accredited to test sprinkler systems, and a designer accredited for hydrant systems is not automatically accredited for detection and alarms. Here are the classes and what each one means.
1. Inspect and Test (I&T)
This is the accreditation class for routine servicing technicians — the people who perform the periodic inspection, testing and preventive maintenance of fire protection systems described in AS 1851-2012.
The I&T class recognises that “fire technician” is not one skill set. It is divided into around ten categories reflecting the diversity of systems in the field, covering areas such as portable fire equipment (extinguishers and blankets), fire hydrant and hose reel systems, fire sprinkler systems, fire pumpsets, fire detection and alarm systems, gaseous and special hazard suppression systems, and passive fire and smoke containment items such as fire doors. A practitioner’s accreditation lists exactly which categories they hold.
What it means in practice: when a technician arrives to do your six-monthly hydrant test or annual detector servicing, I&T accreditation in the relevant category is the formal evidence that they’re competent to perform and record that work. In NSW, this moved from best practice to law: since February 2025, only accredited practitioners can certify newly installed fire safety measures, and the broader 2026 reforms require building owners to ensure maintenance is conducted by competent persons.
2. Fire Systems Design (FSD)
The FSD class accredits the designers of fire protection systems — the people who produce the drawings, hydraulic calculations and specifications that a system is built from. Accreditation categories cover fire sprinkler systems, fire hydrant and hose reel systems, and fire detection and alarm systems.
Design accreditation also carries levels reflecting complexity — a practitioner may be accredited for standard, code-compliant designs at one level, with higher levels required for complex or non-standard system design. When an FSD-accredited practitioner “endorses” a design, they are formally declaring that it complies with the relevant Australian Standards and the National Construction Code.
What it means in practice: in NSW, endorsing relevant fire safety system designs (sprinklers, hydrants and hose reels, fire detection and alarm — though not mechanical smoke control, which sits with mechanical engineers) is regulated work that requires an accredited practitioner. As of 1 August 2025, NSW formally enforces the requirement that only qualified FPAS-accredited practitioners can perform or sign off fire systems design work, which has made FSD accreditation effectively mandatory for anyone designing fire systems on NSW projects.
3. Fire Systems Certification (FSC)
The FSC class accredits practitioners who certify installed systems — verifying that what was actually built matches the endorsed design and complies with the applicable standards. Certification is deliberately treated as a distinct function from design and from installation: the certifier provides an independent competence check at the point where a system goes live.
What it means in practice: FSC-accredited practitioners are the ones whose signatures give certifiers, councils and building owners confidence that a newly installed or upgraded fire system will actually perform. If your fire contractor installs a new detection system as part of a fit-out, an appropriately accredited practitioner needs to stand behind the compliance of that installation.
4. Fire Safety Assessment (FSA)
The FSA class is the one most building owners encounter without realising it. FSA accredits practitioners to assess the performance of existing essential fire safety measures — the assessments that underpin the Annual Fire Safety Statement (AFSS) in NSW.
This is the accreditation behind the term “competent fire safety practitioner” (CFSP) — the role, created under NSW planning law, of the person who assesses each essential fire safety measure before an AFSS can be issued. The FSA class accredits individuals to act in exactly that capacity under the Environmental Planning and Assessment Regulation.
FSA is also the most granular class. Assessment accreditation is broken down across roughly 36 individual fire safety measures — everything from portable extinguishers and hose reels through sprinkler systems, detection and alarms, smoke doors, fire doors, emergency lighting, exit signs, and beyond. And for a handful of the most complex measures, two levels of accreditation exist, with Level 1 covering standard configurations and Level 2 required for complex system types — so a practitioner might be FSA-accredited for a basic detection system but not for a complex smoke management arrangement.
What it means in practice: when your AFSS is due, every measure on your Fire Safety Schedule must be assessed by a practitioner who is FSA-accredited for that specific measure at the appropriate level. This is exactly why AFSS sign-off sometimes involves more than one practitioner — few individuals hold all 36 measures.
Accreditation levels within FPAS
Beyond classes and categories, FPAS distinguishes how a practitioner qualified. In broad terms the scheme has operated with transitional/experienced pathways — which allowed long-serving industry practitioners to gain recognition based on verified experience while they completed formal training — and Qualified Accreditation, which requires the full set of nationally recognised units of competency (delivered through registered training organisations) plus demonstrated experience. The regulatory direction is clear: the transitional pathways were always designed to sunset, and NSW’s enforcement milestones through 2025 have progressively required practitioners to hold full qualified accreditation. If you’re checking a practitioner today, qualified accreditation in the relevant class and category is the standard to look for.
Recognised businesses
FPAS doesn’t only accredit individuals. Fire protection companies can be recognised under the scheme as businesses that employ accredited practitioners and operate to its standards, and FPA Australia separately promotes member companies through its public Provider of Choice directory — a useful starting point when selecting a contractor.
Why NSW dominates this conversation
The reason so much accreditation discussion centres on NSW is that NSW went furthest, earliest, in writing FPAS into law. The chain works like this: the NSW Building and Development Certifiers Act 2018 allows the Commissioner for Fair Trading to approve an industry organisation as an accreditation authority for practitioners carrying out “regulated work” under the planning regulations. FPA Australia’s scheme received that approval on 1 July 2020, with amendments introduced in November 2023 — making FPAS-accredited practitioners the legally recognised “accredited practitioners (fire safety)” in NSW.
The regulated work in NSW covers three things: endorsing fire safety system designs (sprinklers, hydrants and hose reels, detection and alarm), assessing the performance of essential fire safety measures for annual and supplementary fire safety statements, and endorsing certain non-statutory measures (emergency planning and alarm monitoring) for those statements.
Enforcement then tightened in stages: from February 2025, only accredited I&T practitioners can certify newly installed fire safety measures; from 1 August 2025, qualified FPAS accreditation is enforced for fire systems design and certification work; and from 13 February 2026, the broader reforms requiring AS 1851-2012 maintenance across class 1b and 2–9 buildings took effect, alongside standardised government-template Fire Safety Schedules and mandatory Fire and Rescue NSW consultation on certain performance solutions.
The state-by-state picture
Outside NSW, fire protection work is regulated through each state’s own licensing regime — and the differences are substantial. Every state and territory government determines its own licence or accreditation requirements for fire protection work, which is why national contractors and technicians often hold a stack of different credentials.
Queensland — QBCC fire protection licences
Queensland runs the most formalised licensing system in the country. A new fire protection licensing framework commenced on 1 May 2021 under the QBCC Regulation, reorganising the old licence classes into five fire system streams grouping similar work — including a water-based fire systems stream, an electrical stream covering fire alarms and emergency lighting, a passive fire protection stream (fire doors and shutters; fire collars, fire-rated penetrations and joint sealing; fire and smoke walls and fire-rated ceilings), plus special hazards and portables.
Within the streams, Queensland distinguishes contractor licences (to run a business doing the work), nominee/site supervisor licences, and occupational licences (for the individual physically performing the work). Critically, fire protection work requires a QBCC licence regardless of the value of the work — there’s no low-value exemption like general building work — and the 2021 reforms deliberately separated certification from inspect-and-test, so a “certify” class no longer authorises routine servicing. Queensland also retains a fire safety professional licence class for practitioners who inspect and report on buildings against fire safety legislation. Transitional deadlines have rolled out progressively — design licences from May 2024, with passive fire protection occupational licence requirements extended out to 2030 under later reforms.
Victoria — plumbing-based registration and restricted classes
Victoria takes a completely different approach: most “wet” fire protection work sits inside the plumbing registration and licensing system. The Fire Protection class covers construction, installation, replacement, repair, alteration, routine servicing, maintenance, testing and commissioning of any part of a water service used for firefighting — hydrants, hose reels, sprinklers, pumpsets — with practitioners required to pass the regulator’s examinations.
Recognising that routine AS 1851 servicing doesn’t require full installation competence, Victoria also offers restricted classes — for example, a restricted registration limited to six-monthly and annual routine servicing of unpumped hydrants and valves — with eligibility built on verified field experience (such as servicing at a minimum number of different sites) rather than a full plumbing pathway. Detection and alarm work, meanwhile, generally falls to licensed electricians, and essential safety measures obligations are managed under the Building Regulations.
South Australia, Western Australia, Tasmania, ACT and NT
The remaining jurisdictions regulate fire protection work through a mix of general building, plumbing and electrical licensing rather than dedicated fire practitioner schemes. Some units of competency from the national fire protection training packages feed into licensing requirements in states like South Australia; the ACT publishes fire safety guidelines for maintenance of fire systems through its fire and rescue service; and in several of these jurisdictions, FPAS accreditation — while not legally mandated — functions as the de facto industry benchmark that clients, insurers and head contractors ask for. If you operate across borders, always check the specific jurisdiction’s requirements before quoting or performing work.
Fire safety engineers — a separate discipline again
Sitting above all of this is the fire safety engineer — the professional who develops performance solutions where buildings depart from the NCC’s deemed-to-satisfy provisions. Fire safety engineering is regulated through professional engineering registration (Chartered status and national/state engineer registers, now mandatory for professional engineering services in several states) rather than through FPAS. Don’t confuse the two: an FSD-accredited fire systems designer and a fire safety engineer perform related but distinct roles, and complex projects typically need both.
What this means for you
If you’re a building owner, strata committee, or facility manager
Your legal obligations increasingly specify not just that fire work is done, but who is allowed to do it. Practical rules of thumb:
- Verify before you engage — ask for the practitioner’s accreditation or licence number and check it. NSW Fair Trading maintains a public register of accredited practitioners (fire safety), the QBCC has an online licence search, and the Victorian regulator lists registered practitioners. FPA Australia’s website also lets you search FPAS-accredited practitioners and Provider of Choice businesses.
- Match the credential to the task — an I&T accreditation doesn’t cover design endorsement; an FSA accreditation for extinguishers doesn’t cover sprinkler assessment. For AFSS work in particular, confirm your assessor holds FSA accreditation for every measure on your Fire Safety Schedule, at the right level.
- Keep the evidence — record practitioner accreditation details on your compliance records. If an audit or incident investigation ever asks “who assessed this measure and were they entitled to?”, you want the answer in your file, not in someone’s memory.
If you’re a technician or thinking about a fire protection career
FPAS gives the industry something it long lacked: a visible, structured career pathway. A typical progression runs from a Certificate II in Fire Protection Inspection and Testing and I&T accreditation in your first categories, through additional I&T categories and a Certificate III as you specialise (sprinklers, detection, gaseous suppression), then into FSA accreditation — with its Certificate II-or-higher entry requirement and measure-by-measure short courses — and ultimately toward diploma-level qualifications supporting design (FSD), certification (FSC) and the more complex Level 2 assessment measures. Training is delivered through registered training organisations, much of it workplace-based and recognising prior learning, so experienced technicians can often move to qualified accreditation faster than they expect.
With NSW enforcement now fully live, accreditation has shifted from career advantage to entry ticket — and demand for qualified practitioners currently outstrips supply, which is good news for anyone holding the right categories.

Your practitioners’ accreditations are now part of your product. Map every service you offer against the accreditation or licence it requires in each state you operate in; maintain a live register of every technician’s classes, categories, levels and expiry dates; and build accreditation evidence into your job records so that every service report can be traced to an entitled practitioner. Clients, head contractors and councils are checking — and the businesses that can demonstrate compliance instantly are winning the work from those that can’t.
The bottom line
Australian fire practitioner accreditation looks bewildering from the outside, but it reduces to a clear structure: FPA Australia’s FPAS scheme provides the national competence framework across four classes — Inspect and Test for routine servicing, Fire Systems Design for design endorsement, Fire Systems Certification for installed-system sign-off, and Fire Safety Assessment for the measure-by-measure assessments behind annual statements. NSW has written that scheme directly into law and enforced it in stages through 2025–26; Queensland runs its own comprehensive QBCC licensing streams; Victoria regulates wet fire work through plumbing registration; and the remaining jurisdictions blend trade licensing with FPAS as the industry benchmark.

Always match the practitioner’s exact class, category and level to the exact task — and verify it against the public registers. In an industry where the systems only get one chance to work, the credentials behind the signature are everything.
