What monitoring actually is

A local alarm makes noise; a monitored alarm makes something happen. Back-to-base monitoring connects the alarm panel to a monitoring centre whose operators receive events — alarms, tampers, comms failures, low batteries, arm/disarm activity — and act on an agreed response plan: verify, call keyholders, dispatch patrol, escalate to police where policies allow. The value chain has three links, and all three matter: the field equipment must detect, the signalling path must deliver, and the centre must respond. Maintenance and monitoring contracts exist to keep all three provable.

Graded monitoring centres — AS 2201.2

Monitoring centres are graded under AS 2201.2, which specifies the physical construction, redundancy, staffing and procedures a centre must maintain — with Grade A1 the highest commonly cited commercial grade. Grading is audited (industry certification programs assess centres against the standard), and it matters commercially because insurer requirements and high-security specifications frequently demand monitoring by a centre of a stated grade. When a client’s policy says “monitored by a Grade A1 centre”, the contract with a lesser or ungraded provider is a latent claim problem.

For contractors, the practical discipline is alignment: know the grade of the centre you route to, and match it to what the site’s class, contract and insurer assume.

Signalling: life after the phone line

For decades the alarm dialler and the PSTN phone line were the industry’s spine — and the NBN transition broke it. Voiceband diallers over VoIP-converted lines are unreliable by design, and the copper they assumed is going or gone. Modern monitored signalling is IP- and cellular-native, and the professional standard is dual-path: a primary path (typically broadband IP) and an independent secondary (4G/5G cellular), both supervised.

Supervision — polling — is the quiet hero: the path checks in on a schedule, so a cut line or failed router becomes an event in minutes-to-hours rather than a silent hole discovered after the burglary. Polling frequency scales with security level: higher grades demand tighter supervision windows on both paths. Australian deployments run on dedicated alarm-transmission networks and communicators from established providers; the durable takeaways are dual-path, supervised, and battery-backed — whatever the badge on the communicator.

Response: what happens after the signal

The response plan is where monitoring becomes security. Standard options, combinable per site: operator verification (call-back, sequence/multiple-zone confirmation, audio/video verification where equipped), keyholder notification chains, contracted patrol response to attend and inspect, and escalation to police — noting that police response policies generally prioritise verified alarms, which is why visual verification (cameras or photo-detectors tied to the event) has become the premium differentiator: a confirmed intruder gets a very different response than an unverified siren.

Response plans decay: keyholders change jobs, patrol contracts lapse, premises change use. An annual response-plan review belongs in every monitoring relationship — it costs minutes and prevents the 2am call reaching a disconnected number.

Monitored vs self-monitored

App-based self-monitoring — the panel notifies the owner’s phone — is genuinely useful and genuinely limited. Useful: zero monthly fee, instant awareness, camera/photo verification in hand, fine for low-risk residential contexts with engaged owners. Limited: no graded centre, no duty operator at 3am, no patrol dispatch, no insurer-recognised grade, and total dependence on the owner’s phone being on, charged and answered. The professional posture is honest triage: graded monitoring where risk, class or policy requires it; self-monitoring as an informed choice documented as such; hybrid models (app plus centre) increasingly bridging the two.
